Artificial Turf Is the Lead Service, Not the Only One
Artificial turf is what most people call about first. Summers here are hard on a lawn, and a synthetic lawn stays green without water. What nobody tells you is that turf is one piece of a yard, and the city has rules about the rest of it.

What Menifee's Turf Code Actually Asks For
Menifee has a whole chapter on residential artificial turf, Chapter 9.86. In plain English:
- A minimum eight year "no fade" warranty.
- It "shall be installed by a licensed professional", to the manufacturer's spec.
- Kept free of weeds, debris, tears, holes and depressions.
- "Areas of living plant material (i.e., flower beds, tree wells, etc.) shall be included within the overall landscape design within the front, side, and rear yards."
- Separated from planters by a concrete mow strip, bender board or another barrier.
The city expects real plants and a clean edge between turf and beds. That is a full landscape job, not a roll of grass.
The Honest Answer About Heat
In full sun, any synthetic surface gets hotter than living grass. Real grass cools itself by giving off water. Turf cannot, so it holds the heat.
- Shade is the fix that works. Trees, a patio cover, a palapa, the side of the house that blocks the afternoon sun.
- Where people sit, or the dog lies down, plan the shade before the turf.
At the nearest long record weather station, Elsinore, July averages a high of 96.5 F. Anyone telling you turf stays cool in that is selling you something.

There is no rebate for artificial turf. The program's own eligibility page says "No synthetic turf is allowed".
Live drought planting is a different story. In Eastern Municipal Water District territory, which covers Menifee, the district's own words are "a total rebate of $5 per square foot". The program also wants at least 250 square feet of lawn removed and at least three plants per 100 square feet, with funds reserved before work starts.
- A turf only installer has to talk you out of the rebate, because turf kills it.
- Paul puts turf where you want to walk and play, and drought planting where you do not.

Does artificial turf get hot in summer here?
Yes. In full sun any synthetic surface gets hotter than live grass, because grass cools itself and turf cannot. The fix is shade, so we plan trees and covers around where you actually sit.
Is there a rebate for artificial turf?
No. The turf removal program says "No synthetic turf is allowed". Live drought planting earns the money, $5 per square foot in Eastern Municipal Water District territory. We can put turf in one part of the yard and rebate eligible planting in another.
Can my HOA stop me from installing artificial turf?
No. California Civil Code 4735 makes an HOA rule void and unenforceable if it prohibits, or has the effect of prohibiting, artificial turf. The association can still have rules about how the finished yard looks, as long as they do not add up to a ban.
Does Menifee have its own artificial turf rules?

Do I still need real plants if I go with turf?
Yes. Menifee's code says living plant material, such as flower beds and tree wells, has to be in the landscape design for the front, side and rear yards when turf goes in. We design those beds as part of the job.
Can you put turf in the strip between the sidewalk and the street?
That strip is city right of way, so it takes more than a turf crew. The city wants an encroachment permit, a traffic control plan, a contractor's license, a business license, insurance naming the City and notarized hold harmless agreements. Ask and Paul will walk you through it.
